Manager, Budget Controller

Job Location: The Campus, Pun Hlaing Estate, Hlaing Thar Yar Township, Yangon.

Working Hours: 8:30 AM to 5:30 PM, (Monday to Friday)

Position Purpose

The purpose of this role is to oversee performance management, lead the company’s budgeting processes, and implement effective cost control measures.

Key Responsibilities and Accountabilities

  • Facilitate budget reviews with department heads, project managers and senior management.
  • Monitor spending against approved budgets; flag variances and recommend corrective actions.
  • Coordinate budget revisions and reforecasting based on actual performance and changing priorities.
  • Produce monthly budget utilization reports and dashboards, highlighting key variances and trends.
  • Conduct root cause analysis of overspending or underutilization.
  • Collaborate with procurement and business teams to manage cost commitments and track POs vs. actuals.
  • Implement and maintain cost control measures to optimize spending, identify areas of cost savings and enhance financial efficiency and process.
  • Review and analyze financial transactions and expenditures to ensure compliance with budgetary guidelines and company policies.
  • Conduct in-depth financial analysis to support strategic decision-making and provide insights into budgetary performance.
  • Collaborate with project managers to develop and finalize project budgets, ensuring alignment with project scope and objectives.
  • Prepare detailed cost estimates and financial plans for new and ongoing projects.
  • Ensure timely and accurate delivery of month-end activities and reports.
  • Stay updated on industry’s best practices and financial regulations to continuously improve budgeting processes.
  • Ensure adherence to financial regulations, standards, and company policies in all budgetary and financial activities.
  • Provide guidance and support to department managers and project managers regarding budgetary matters.
  • Communicate budgetary issues and updates effectively to stakeholders.
  • Inventory control to ensure that resources are utilized efficiently.
  • Support broader organization through ad hoc projects and analysis.

Experience, Functional Skills and Knowledge Areas 

  • Bachelor or Master’s degree in financial related
  • Minimum 7 years of experience in budgeting processes and cost control measures.
  • Ability to analyze big data, provide insightful information and recommendations to management for informed decision making.
  • Advanced PowerPoint and excel skills and ability to create visually impactful slides for executive and board presentations.
  • Exceptional analytical, planning and verbal/written communication skills.
  • Ability to work well under stringent deadlines and prioritize in a rapidly changing environment.
  • Experience leading team and dealing with stakeholders to provide timely inputs to management.
  • Able to coordinate with cross-functional team to develop business process requirements.
  • Confidence and ability to propose and defend opinions and perspectives to influence and achieve financial objectives.
